These are basic biblical themes that are necessary in order for prophets to understand what the biblical prophets have already prophesied.

Daniel’s little horn was given dominion for “a time, times, and half a time” (Dan. 7:25), which John interpreted to be “forty-two months” (Rev. 13:5). If this had been a short-term prophecy, we might interpret this to be about 3½ years. However, a “horn” is an extension of the beast—in this case, the iron beast of Rome. A horn is different from the main body of any beast, and in this case, papal Rome succeeded Imperial Rome after 476 A.D.
The forty-two months in short-term prophecy is the equivalent of 1,260 years in long-term prophecy. It extended from 529-534 until 1789-1794, and then Papal Rome received its deadly wound during and after the French Revolution. More than 30,000 priests were killed, and many more fled into exile. Until that time, popes had called France the firstborn son of the church.
When the second beast arose from the earth to assist the first beast, John gave us no clue as to how long this new situation would last. Daniel, however, said clearly that the little horn would have dominion and overpower the saints until the time came for the saints to possess the Kingdom (Dan. 7:21, 22).
Then, we are told, there would be a great court case in heaven, which would rule in favor of the saints. Dan. 7:26, 27 says,
26 But the court will sit for judgment and his dominion will be taken away, annihilated and destroyed forever. 27 Then the sovereignty, the dominion and the greatness of all the kingdoms under the whole heaven will be given to the people of the saints of the Highest One…
In 1993, when we were led to conduct the Jubilee Prayer Campaign, we received revelation that this was not a pitched battle in the field but a court case in the divine court. I later discovered that many others received revelation of the divine court in the early 1990’s as well. In our Jubilee Prayer Campaign, we petitioned the divine court, on behalf of all the overcomers, to be given the Dominion Mandate, and we won our case.
I believe that this was, in fact, the fulfillment of Dan. 7:26. However, this was only the beginning of the transfer of authority to the saints of the Most High.
In 1990 I had learned by revelation that King Saul was a Pentecostal type. In fact, he was crowned king on the day of “wheat harvest,” according to Samuel’s coronation speech in 1 Sam. 12:17. This was the Old Testament term for the feast of (wheat) harvest, i.e., Pentecost. The 40-year reign of Saul typified the 40-Jubilee reign of the church in the Age of Pentecost (40 x 49 years from 33-1993 A.D.).
When Saul died, David did not immediately become king over all Israel. David was crowned king over his own tribe (Judah), and he reigned “seven years and six months” in Hebron before the rest of the tribes anointed him king over all Israel (2 Sam. 5:3-5). His first act was to conquer Jerusalem and set up his capital there. Then he reigned another 33 years in Jerusalem.
This transition from Saul to David played out on a larger scale in our time from 1993-2000.
More precisely, the Pentecostal Age began on the day of Pentecost in Acts 2:1 and ended on Pentecost on May 30, 1993. We then entered a 7½ year cycle where the overcomers (“David”) reigned from May 30, 1993 to November 30, 2000. Toward the end of that time, we were led to crown “David” as king at the feast of Tabernacles on October 21, 2000.
A month later, we were led to hold prophetic meetings wherein we overthrew the earthly Jerusalem on November 29, 2000. The next day we were led to establish the New Jerusalem as the capital of the Kingdom. This took place precisely 7 ½ years after the death of “Saul” on May 30, 1993.
Hence, we saw the transfer of authority occur incrementally, according to the pattern of David himself in 2 Sam. 5:3-5.
David was of the tribe of Judah, and for this reason, Jesus had to be born in Bethlehem of Judea, David’s hometown. He had to be of the tribe of Judah to claim the Dominion Mandate, according to Gen. 49:10. But in Christ’s second appearance, He was to come as “Joseph” in order to claim His Birthright. Gen. 49:10 gave the Dominion Mandate to Judah only temporarily “until Shiloh comes.” Then the Scepter was to be reunited with the Birthright under Christ’s headship.
For this reason, after “David” had been given the full authority on November 30, 2000, the next step was to bring in “Joseph” so that the complete Birthright could be given to Christ—and to the overcomers under Him. So in January 2001, we were led by the Spirit to conduct a series of prayer campaigns throughout the year to establish the Birthright of Joseph.
The rise of “Joseph” was finally completed after 7 years at the feast of Tabernacles in 2007, which was held in Hilo, Hawaii. There we received revelation of the next step in the progression of prophecy.
The revelation in Hilo was of the birth of “John” (i.e., “Elijah”) that was to take place “at this time [mo’ed, “appointed time, feast day”] next year” (Gen. 18:10). So we expected the birth of an Elijah ministry to occur at the feast of Tabernacles of 2008.
However, there was one more delay. While some of the overcomers were driving to the feast in east Tennessee, they were led to plant barley along the way. When I heard of this (at the feast), I knew that this was done as a prophetic act, and that we would have to wait until the barley ripened at Passover the following Spring (April 2009).
During this final 6-month delay, it was revealed that this was not to be the birth of Elijah but rather the birth of Elisha. Elijah (John the Baptist) had prepared the way for Christ’s first coming, but Elisha was to prepare the way for Christ’s second coming.
So on the day of the wave-sheaf offering (“Easter”), April 12, 2009, we were led to declare the birth of the Elisha Ministry. On the way home from this Passover conference, it occurred to me that we might see signs that would parallel Elisha’s 16 miracles in 2 Kings. This proved to be true. The first 8 miracle-signs occurred over a 14-month period, culminating in July 2010.
Note that Elijah performed 8 miracle-signs, while Elisha, carrying the double portion of the anointing, performed 16 signs. Therefore, the first 14 months saw the signs of Elisha which equaled that of Elijah but did not surpass it. The final 8 signs were delayed until a later time—probably waiting for a “trigger” event that would launch the double portion ministry. Meanwhile, we have seen many early signs of the double portion, but as of 2023, we have not seen the double portion manifest in our lives.
Hence, we currently function under the single-portion anointing of Elijah, even though we live in the time of the Elisha ministry. Perhaps that is why the original revelation in Hilo in 2007 was of the birth of “John” (i.e., “Elijah”). We have indeed begun to prepare the way for Christ’s coming, but we still need the double portion to complete this work.
The transfer of authority to the saints of the Most High was timed to coincide with the end of the long “seven times” tribulation period that began with the fall of Jerusalem in 604 B.C. The endpoint was the 8th day of Tabernacles, October 12, 2017.
If 3½ “times” is 1,260 years, then 7 “times” is 2,520 years. Dating from fall of Jerusalem in 604 B.C., 2,520 years later comes to the year 1917. A century ago, many prophecy teachers saw this and predicted that Jerusalem would be freed from the Ottoman Empire in 1917. They were correct. British General Allenby did indeed take Jerusalem on December 9-11, 1917. However, there was more that had to happen, which was hidden from those prophecy teachers.
They had simply done the math and concluded that 1917 was 2,520 years after the fall of Jerusalem. They did not take into account the fact that the third beast (Greece) had been deprived of its final century of dominion after Antiochus Epiphanes overstepped his boundaries. The Judeans rose up in rebellion, and God allowed them be independent for a full century from 163-63 B.C.
Essentially, God had contracted the beast empires, beginning with Babylon, giving them the authority to rule the earth, because Judah had failed to administer the Dominion Mandate according to God’s law. This was a “seven times” contract given to successive beast empires. But because the third beast had been deprived of a century to rule, the beasts as a whole had ruled only 2,420 years by 1917. Their full time to rule did not really end until 2017.
So it was declared on October 12, 2017 that the transfer of authority to the saints of the Most High had taken place, according to our revelation.
Of course, this did not mean that suddenly the saints could actually rule the nations of the earth in a practical way. The modern representatives of Mystery Babylon would not give up power and disputed the right of the saints to rule the earth, even as Jer. 50:33, 34 prophesied,
33 Thus says the Lord of hosts, “The sons of Israel are oppressed, and the sons of Judah as well; and all who took them captive have held them fast, they have refused to let them go. 34 Their Redeemer is strong, the Lord of hosts is His name; He will vigorously plead their case, so that He may bring rest to the earth, but turmoil to the inhabitants of Babylon.
I believe that it will take seven years to overthrow Babylon (2017-2024). Note that when Joshua was given the mandate to overthrow the Canaanites, it took another five years for the Israelites to conquer those parts of Canaan that God had given to Israel. In other words, receiving the authority to take the land was only the start of a lengthy time of warfare to enforce the divine decree. So also is it with the saints of the Most High in our time.
The actual time called “the great tribulation” should have ended in 2017 after 2,520 years of beast rule. But the Babylonian opposition and refusal to let the people go has brought about another time of battle to enforce the will of God and to “bring rest to the earth.”
By another major time cycle, that time of “rest” appears to be scheduled for the year 2024. By understanding timing and the laws of time, we can obtain a clearer Kingdom vision and know what we ought to do in our own time to establish and build God’s Kingdom. Such knowledge gives us the opportunity to fulfill Bible prophecy with understanding.
